NRLM- Special Project -Tribal 2022-23

National Rural Livelihood Mission (NRLM) is giving more emphasis on intervention for inclusion of most vulnerable communities. Kudumbashree started and implementing special tribal focused interventions as a model in Attapady since 2014. These models are replicating in other six tribal special areas in 2018 onwards. In 2021-22 other two remote areas also added for development interventions. The Covid -19 pandemic adversely affected for implementing some activities proposed during last year. The strategy for inclusion of PVTG and other social inclusion and social development activities are the major highlights in tribal interventions. Continuous support from the part of tribal animators, special project management unit, convergence among development activities, timely intervention, addressing of entitlements issues, livelihood promotion etc were some of the strategies. In FY 2022-23, tribal interventions using same methodology and focussing in the following special areas. 1. Thirunelly Grama Panchayat of Wayanad district 2. Aralam Farm rehabilitation area of Kannur district 3. Nilambur Constituency of Malappuram district 4. Koraga-PVTG community of Kasaragod district 5. Kadar –PVTG community of Thrissur district 6. Malaipandaram tribal community of Pathanamthitta district 7. Noolpuzha grama panchayat of Wayanad district 8. Devilkulam block of Idukki district Special project will continue in the above current locations and will be extended to Krathikudi as new cluster (NTFP-Livelihood Cluster) in Idukki district and covering the only exclusive tribal Gram Panchayat of the State called Edamalakkudi. Emphasis will be on livelihood promotion and Attappady model social development programs, contextualized for the remote location of Kurathikudi and Edamalakkudi. A total of 400 CRP EPs including Animators and Coordinators from the community will continue their work focusing on tribal hamlets. Kudumbashree tribal interventions will be promoted into nationwide by developing and deploying expert professionals from the existing field. These will be under National Resources Organisation (NRO-Kudumbashree) as a new vertical. Village Poverty Reduction Plans (VPRP) and their integration with the Gram Panchayat Development Plans (GPDP), further emphasis will be placed on planning during 2021-22. It will take additional training programs and handholding for tribal NHGs, ADSs, and CDSs to come up with their plans and for getting VPRP integrated with GPDP. This assumes further significance as planning for Tribal Sub Plans (TSP) can also be initiated through the network. Further to the preparation of VPRP, massive programs will be taken up this year for the preparation of family level micro plans, starting with the most vulnerable sections. The work in 2022-23 will have other two focus areas also proposing. The first one is PVTG and other highly vulnerable communities such as Paniyan, Aranadan, and Adiya. The second focus area will be the work on value chains for enhancing tribal livelihoods; the moto would be ‘an additional source of income plus enhancement of existing sources’. The program will include work on farm and NTFP value chains, inputs to tribal farm practices, farm based enterprises, support to traditional artisanal occupations, and improved animal rearing practices. NTFP value chain activities will be developing through the support of TRIFED, VDVK. The exclusive Micro Enterprise Consultants (MECs) will be capacitating and assisting by providing training on TEAM module of SVEP with specialization in farm, animal rearing, and NTFP based enterprises.
