PRADHAN MANTRI AWAS YOJANA (URBAN) - LIFE

 

Pradhan Mantri Awas Yojana, is a Centrally Sponsored scheme jointly implemented by State Government and Urban Local Bodies with the mandate of providing housing for all by 2022. Now the Mission period has been extended up to 31st December 2024 through the following programme verticals:

 

  1. Slum rehabilitation of Slum Dwellers with participation of private developers using land as a resource.
  2. Promotion of Affordable Housing for weaker sections through credit linked subsidy.
  3. Affordable Housing in Partnership with Public & Private sectors.
  4. Subsidy for beneficiary-led individual house construction.

In the State, the scheme is implemented in convergence with LIFE Mission, the comprehensive housing scheme of Government of Kerala. Under the Affordable Housing Project, the Central share is Rs. 1.5 lakhs. Under beneficiary Led Construction BLC(N), the central share will be Rs. 1.5 lakhs / DU and State and Urban Local Bodies Share will be Rs. 2.50 lakhs.

 

PMAY in Kerala

Kudumbashree, the State Poverty Eradication Mission of Government of Kerala is the State Level Nodal agency for implementing the scheme in Kerala. The scheme was officially launched in the state by Hon’ble Chief Minister on 08.12.2015 and is being implemented in all 93 Urban Local Government institutions.

817 Detailed Project Reports for Beneficiary Led Construction (New) of 93 Urban Local Bodies and Development Authorities (3,553 dwelling units of GCDA, GIDA and TRIDA) for the construction of 1,31,757 dwelling units to the tune of Rs. 5270.28 Crore. 169 dwelling units have been sanctioned under Beneficiary Led Individual Construction (Enhancement). Fund will be released by the Central Government in three instalments (40%, 40%, 20%). Construction of 1,12,018 houses have been started and 83,347 houses have been completed. Under the Credit Linked Subsidy component, interest subvention is provided for construction/purchase of dwelling units. Till date loan has been sanctioned to 33,293 beneficiaries and 28,748 houses have been completed in the state. The Credit Linked Subsidy scheme has been discontinued from 31/03/2021. 11 Detailed Project Reports (DPR) consisting of 970 units under Affordable Housing in Partnership at a total project cost of 14.55 Crores have been approved by the Ministry of Housing and Urban Affairs for landless homeless in the state. Construction of 938 units started and 490 units completed.

 

Affordable Housing in Partnership

Apartment complexes for the landless homeless are constructed in convergence with LIFE Mission. Rs. 1.5 lakh / dwelling unit is provided as central assistance. Balance costs are provided by the state government. Apartment complexes for the landless are constructed in the land owned by Urban Local Body or government. Sanction has been accorded for the construction of 970 dwelling units for the landless in the state at a total project cost of Rs.14.55 Crore. Construction of 936 houses has been started and construction of 490 houses completed under this category. The details of the project is as follows

Convergence

PMAY(U) LIFE has been converged with various Central and State Schemes towards enhancing the quality of life of beneficiaries. Major Convergence initiatives undertaken in the state are detailed with various Central and State Scheme and Programmes of ULBs.

 

1. Convergence with LIFE Mission, the comprehensive housing scheme of Government of Kerala.

In Kerala, PMAY (U) is converged with LIFE Mission (Livelihood, Inclusion and Financial Empowerment), the comprehensive housing scheme of the government of Kerala and is implemented as PMAY (U)-LIFE.

  • Addressing the issue of landless through apartment complexes. Average cost per dwelling   unit under AHP is 10.50 lakhs (In addition to 1.5 lakhs provided by GoI, additional cost is provided by State Govt).
  • Home insurance cover of Rs. 4 lakh for a period of 3 years by the state government. Premium paid by the state government. 63,449 houses, under PMAY(U)-LIFE are included.
  • 20 percentage of state budget allocation to ULBs earmarked for housing.
  • Building materials at subsidized cost for beneficiaries.
  • 10,051 crore loan through HUDCO at government guarantee for meeting ULB share. Interest paid by the state government.
  • Completion of incomplete houses under previous central and state government housing schemes.

 

2. Convergence with Ayyankali Urban Employment Guarantee Scheme

  • Through convergence with Ayyankali Urban Employment Guarantee Scheme (AUEGS), 90 man days are provided to PMAY beneficiaries so as to provide additional financial assistance of Rs. 27,990 per beneficiary. A Labour card for further employment is ensured to PMAY(U) beneficiary families. 33,05,763 man days and total assistance of Rs.73 Cr till date.

 

3. Convergence with National Urban Livelihood Mission

  • Increase in income through skill up gradation and setting up of self-employment ventures to enhance the quality of life of urban homeless. Skill training is provided under the Employment Skill Training and Placement (EST&P) component and Self Employment opportunities are provided under the SEP component of NULM.
