Basic Services to the Urban Poor (BSUP)
Basic Services to the Urban Poor (BSUP) is a sub-component of Jawaharlal Nehru National Urban Renewal Mission (JNNURM). The main thrust of the sub-mission of Basic Services to the Urban Poor (BSUP) will be on integrated development of slums through projects for providing shelter, basic services and other civic amenities with a view to provide utilities to the urban poor. In Kerala, Thiruvananthapuram and Kochi Corporations were identified for implementing BSUP.
The total allocation under BSUP to the State is Rs.250Cr. The fund sharing pattern for Thiruvananthapuram is 80:20 by Central and State Governments. For Kochi Corporation the sharing pattern is 50:50 by Central and State Governments. Out of 50% of State share, 30% would be born State Govt. and the balance amount after deducting beneficiary share would be borne by the respective ULBs.

- Housing and development of infrastructure projects.
- Projects involving development /improvement of basic services to the urban poor.
- Slum improvement and projects.
- Projects on water supply, sewerage, drainage, community toilets/baths etc.
- Houses at affordable costs for slum dwellers/urban poor/ Economically Weaker Sections (EWS)/ Lower Income Groups (LIG) categories.
- Solid waste management& street lighting.
- Civic amenities like community halls, child care centers etc.
- Operation and maintenance of assets created under this component.
- Convergence of health, education and social security schemes for the urban poor.

Integrated Housing and Slum Development Programme (IHSDP)
Integrated Housing and Slum Development Programme (IHSDP) is a Centrally Sponsored programme aiming at the holistic development of Slums in Urban areas. The programme was formulated by Central Government by combining two erstwhile schemes viz.ValmikiAmbedkarAvas Yojana (VAMBAY) and National Slum Development Programme (NSDP). The project was beneficial to the urban areas of the State by providing housing and basic facilities to the slum dwellers. IHSDP is being implemented in 45 ULBs. The projects are being implemented in the State with Kudumbashree as State Level Nodal Agency.
The financing pattern is in the ratio of 80:20 by Central and State Governments. Beneficiary share (12% for General and 10% for SC/ST) is stipulated for projects for individual housing. Out of 20% State share the balance fund after deducting beneficiary share will be borne equally by the ULB and State (Maximum state share is 10% of the total Project Cost).
Objectives
The basic objective of the scheme is to strive for holistic slum development with a healthy and enabling urban environment by providing adequate shelter and basic infrastructure facilities to the slum dwellers.
Components
Admissible components under the IHSDP are
- Provision of shelter including up-gradation& construction of new houses.
- Provision of community toilets.
- Provision of physical amenities like water supply, storm water drains, widening and paving of existing lanes, sewers, community latrines, street light etc.
- Community infrastructure and social amenities like provisions of community centres, non-formal education, Adult education, recreational activities, Primary Health care centre Buildings.
- Slum improvement and rehabilitation projects.
Mode of implementation
The implementing Agency of IHSDP is the concerned Urban Local Bodies. Kudumbashree is the State Level Nodal Agency for implementation of IHSDP in the State. A State Level Co-ordination Committee (SLCC) is also constituted for scrutiny and approval of projects submitted by ULBs and for monitoring the implementation of projects.
