Kudumbashree was conceived as a joint programme of the Government of Kerala and NABARD implemented through Community Development Societies (CDSs) of Poor Women, serving as the community wing of Local Governments.

Kudumbashree is formally registered as the "State Poverty Eradication Mission" (SPEM), a society registered under the Travancore Kochi Literary, Scientific and Charitable Societies Act 1955. It has a Governing Body chaired by the state minister of LSG and an Executive Committee chaired by Additional Chief Secretary, Department of Local Self Government. Governance of the Mission is done by the Governing Body and Executive Committee. The Governing Body takes policy level decisions and reviews performance of the Mission on a regular basis. While the executive directions for scheme formulation and execution are taken in the Executive Committee.

The Mission has a State Mission Office located at Thiruvananthapuram and 14 District Mission Teams, each located at the district headquarters. This official structure supports and facilitates the activities of the community network across the state.

The State Poverty Eradication Mission registered under the Travancore Cochin Literature, Science and Charitable Organisations Act, the 12th Act of 1952, and organised at the state level by the State Government under the Department of Local Self Government. The Management and Administration of the Mission is carried out by The Governing Body and The Executive Committee. The District Missions are responsible for the implementation of the Mission's programmes within their respective districts. Executive Director is the Chief Executive Officer of the Mission. The Head Quarters of the Mission (State Poverty Eradication Mission) is functioning in the TRIDA Rehabilitation Building, 2nd floor, Medical College P.O., Thiruvananthapuram.

The Governing Body of Kudumbashree Mission was reconstituted under the chairmanship of Hon’ble Minister for Local Self Governments, Excise, Rural Development, as per G.O.(MS)No.274/2021/LSGD dated 25-11-2021. The Governing Body is concerned with the policy formulation and review of Kudumbashree.

Executive Committee

As per G.O. (MS) No. 51/2022/LSGD dated 10-03-2022, the Government constituted an Executive Committee. Executive Committee, under the overall policy framework provided by the Governing Body looks after scheme formulation and execution.

District Missions are the district wing of the State Poverty Eradication Mission. The state mission has field officers in each district across Kerala. District Mission Co-ordinators head the District Missions; there are Assistant Mission Co-ordinators under them looking after different thematic areas. This official structure is incorporated to support and facilitate seamless functioning of the activities of community network across the state.
