Tribal interventions of Kudumbashree covered a 96.8 % of inclusion to the NHGs folder. The tribal animators in the field are rigorously working for the empowerment of tribal families through Kudumbashree. The main strategy used as continuous capacity building programme in the hamlet level. Every programme will be reach to hamlet through the community volunteers as animators. The financial support and special capacity building for the animators/promoters will be ensure the year. The main objectives of the tribal interventions through Kudumbashree is setting a plat form for all development activities that will be implemented by all other department. This year kudmbashree ensure 500 Best Model Self-reliant Tribal NHGsthrough the concentrated action and fund to NHGs. It will ensure the 100%grading and more linkage of NHGs through special campaigns. Ensuring of other department fund to the NHGs also helpable to the self- reliant NHGs. Promoting of traditional livelihood and modern enterprisespractice in the tribal area also visualize in this year. The Kudumbashree tribal Art/Craft/Ethnic fest also conduct in the coming year in district and state level. Promotion of tribal craft product and ethnic food to the urban community will open a way to start new more Micro Enterprises unit.Support for income generation through Animal husbandry and Agriculture farming for1500 tribal families provide this year. Community development will be happen through the education process, so kudumbashree develop 34 gothratution in the tribal selected and flood affected hamlets through the convergence support from the tribal department. The continuing and sustained education process with good health practice also ensure through this center. Various corpus fund distribution for newly formeds NHGs and JLGs The animators support will continue this year for the best reaching of all kudumbashree activities in the hamlet level. Activities in tribal areas include tribal adalaths/nhgs getogathr,. awareness campaign, ,training and capacity building of promoters animators, community resource persons ooru mooppans and other members skill training .Special progrmme -Tribal sensitization for mission staff. Attitude building for mission staff to working with tribal communities. Conduct district wise tribal programme with tribal community .
Tribal Programme NRLM-2019-20
Kudumbashree introduced an exclusive and integrated intervention strategy in the tribal sector of Kerala. Last year’s, we given special emphasis to 6 district/category /areas,namelyKasaragod (Koraga-PVTG), Kannur ( Aralam farm resettlement area), Wayanad (Thirunellygramapanchayth-PVTG),Malappuram ( Nilamburconstutency-PVTG), Thrissur ( Kadar-PVTG) &Pathanamthitta ( Malmbandara-Namoads) with the convergence all PRIs and Development department. This year also these area separately supported through Kudumbashree. A special Project Management Unit (PMU) actively working in these area with tribal animators (CRPs and IRPs).Continuous capacity building for the all NHGs leaders and CRPs in the special area is one of the major component for this year. Fund to community like RF, VRF, Startup fund to producer groups and livelihood support through CIF also ensure in current year. FNHW and educational interventions plan in place for these special areas and community through a convergence action. Some of the focused livelihood interventions like organic clusters, NTFP, traditional and local livelihood etc are in consideration to develop the economic and financial capacity of tribal families. Apart from the focus area, a state wide utilization of Tribal CRPs as tribal animators also planned like last 3 years. The CRPs / IRPs among tribal community of Kerala build the best inclusion of tribal communities and their all level empowerment. An amount of Rs 800 Lakhs will be expected as expenditure for the entire activities. The rest of the fund will be met from State PlanFund.
Tribal Programmes
The Tribal special project is an initiative of Kudumbashree in collaboration with the Tribal department to address the special issue of the tribal population of the state, in a systematic manner. The project primarily targets at bringing the marginalized tribals under the aegis of the Kudumbashree network and provide them with facilities which were otherwise less accessible or denied, as part of its poverty eradication mission. The objectives of the mission is planned to be achieved with the active convergence of various government and non government agencies as well as departments. The project was initiated as a pilot in select 10 panchayats of 4 districts namely Idukki, Wayanad, Palakkad and Kasaragod in the first phase. In the second phase the project was expanded to 10 selected panchayats of the remaining district excluding Alappuzha, owing to less number of tribal inhabitation in the district. In the third phase the project has been expanded to all panchayats with tribal inhabitation. Community mobilization and NHG formation is important for people- centered, integrated development. It is a process for empowering local communities especially vulnerable groups like tribal and combining awareness creation, self organization and action so that communities can work for changes that will benefit the social, emotional, financial and physical needs of beneficiaries.

In order to ascertain efficiency of these activities, a concerted action amidst the departments working at the hamlet level is extremely required. Hence, the financial support and special capacity building for the animators/promoters/ ASHA workers and Literacy Prerak will be ensured in the financial year 2020 – 2021 Self-reliant Tribal NHGs -The main objective of tribal intervention schemes undertaken by Kudumbashree is to set a stable platform for implementing development activities among 20 tribes. This year Kudumbashree ensure 1,000 Self-reliant Tribal NHGs (NHGs working without the support of an animator) through concentrated programmes and providing Revolving fund to NHGs. It includes 100% grading and maximum linkage of NHGs through special campaigns. Traditional ME unit-Promotion of traditional as well as modern livelihoods and enterprises are also envisaged for this year. It is designed to conduct tribal Art/Craft/Ethnic food fest both at district and state level to motivate new entrepreneurs. Supporting through the essential skill training and modern craft based training to the existing units for the sustainability and promoting new traditional enterprises. The budget for performance improvement, second dose assistance and a fund for new units reserved for traditional units. Animal Husbandry based livelihood - Support for income generation through Animal husbandry for 50 tribal vulnerable families will be promote the current year. It may include the goat rearing and small poultry units both individual and group. A financial assistance to the units may provide to set up the units. Bridge course-Another major area for intervention is the education sector. In order to support those who are weak in studies and shows inconsistency towards schooling will be addressed through educational assistance scheme named as Bridge Course. In the year 2020–21, Kudumbashree plan to develop 40 Bridge Course in selected tribal hamlets by keeping priority to flood affected ones. Continuing and sustained education process along with training on good health practices also will be ensured through this center. Competitive Exam (PSC type) coaching- A model programme for ensuring government job to tribal youths and preparation for writing competitive exam kudumbashree support is essential. Gurukulam- PSC Course also will continuing coming year. The support of a stipend to the youth who are continuously attending the targeted course also budgeted this year. Capacity building to the trial community resource persons- Attitude building for mission staff to working with tribal communities may continue in the district with the organization support fund. This year a comprehensive field connected motivational training will be conduct through the selected agencies or selected trainers. This will be host by kudmbashree head office directly or national resource organization. District Initiative – Every tribes and there hamlets is different. So district mission can develop a separate plan and implement in connection with district initiative programmes. Last year’s initiative may continue where ever it needed. The animators support will be continued this year also for maximizing the reach of benefits to all hamlets. Other activities in tribal areas will continues like tribal adalaths/NHG get-together, distribution of various corpus fund, awareness campaigns, training and capacity building of promoters, animators, community resource persons, ooru mooppans and other members. Tribal Programme (Rs 4 core) Kudumbashree’s tribal programme has been informed by the need to design and implement focused programmes for ensuring inclusion of tribal communities into its network of neighbourhood groups (NHGs) and their federations. The work, initiated with the support of Scheduled Tribes Development Department has four basic tenets to its programme strategy and methods: (1) a community based approach, where it tries to understand each of the 36 tribal communities and localise programmes to suit their contexts and needs, (2) training community resources, (3) devising training programmes that address community-specific requirements, and (4) ensuring convergence with other departments and Local Self Governments. Kudumbashree’s initiative in large scale mobilisation for Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) and the Tribal Plus programme of the Government of Kerala in Attappady has been accepted as a State level model; its micro plan based approach developed for the PK Kalan project for the scattered tribal communities has also been accepted as a model and taken for State-wide implementation. The following are the four programme components as part of the above strategy. (1) Organisation An innovation in the strategy for organisation building among tribal communities has been to set up dedicated tribal NHGs in predominantly tribal areas. Kudumbashree has been focusing on inclusion of various communities, with a special focus on Particularly Vulnerable Tribal Groups (PVTG) and other vulnerable groups such as Paniyan, Adiya, Aranadan, and Malai Pandaram. Special capacity building programmes and training and deployment of Animators as community resources have been the key components of the programme. In order to overcome some of the basic weaknesses of organisation among tribal communities, Kudumbashree has been implementing a component on self-reliant NHGs’. (2) Micro Finance and Community Fund Management Running thrift and credit programme among tribal communities has been faced with unique challenges. At the same time, it has been noticed that when systematically implemented, a thrift and credit programme has been benefitting most of the communities with the exemption of forest-dwellers such as Cholanaikan and Malai Pandaram. In areas where tribal communities have got access to cultivable land, Kudumbashree has been able to organise them for better farming practices and marketing of produce. This component thus focuses on two aspects – providing corpus fund to newly formed NHGs, and supporting Joint Liability Groups (JLGs) among communities engaged in farming. (3) Livelihood Promotion Several of the tribal communities have been facing serious challenges in protecting and sustaining livelihoods; the series of floods and landslides have worsened it. Communities have been facing multiple livelihood challenges during the lockdown period in the wake of Covid 19 pandemic. The developments over the last five years have led Kudumbashree to adopt a four-pronged approach to livelihood promotion among tribal communities. The approach includes promotion of farm based livelihoods and animal rearing, non-farm livelihoods, value chain based interventions in non-timber forest produce (NTFP), and interventions in marketing of farm produce and NTFP. Another major action has been in convergence with Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) and Tribal Plus programme of the Government of Kerala. The achievement in enabling 200 days of work in a year out of the two programmes combined for more than 2000 job card holding families in Attappady block alone has been accepted as a model; this is being replicated in Wayanad, Kasaragod, and Idukki districts. Hamlet based planning and preparation of Village Poverty Reduction Plans (VPRP) and their integration with Grama Panchayat Development Plans (GPDP) have been other major initiatives under the tribal programme. (4) Social Interventions ‘Bridge course’ developed in Attappady and replicated in a few other locations has been a programme that the tribal communities have found extremely useful. Bridge course centres doubled as online learning facilities during the Covid 19 lockdown period in Kudumbashree’s areas of tribal interventions. Gotra Bala Sabha for children and Gotra Gurukulam for training tribal youth for competitive examinations are the other components of the programme.

ATTAPPADY TRIBAL PROGRAMME 2022-23
The Comprehensive Tribal and PVTG Development Programme in Attappady Block of Palakkad District initiated in the wake of the child deaths in 2014, has made significant changes in the lives and livelihoods of the three tribal communities in the block. While evolution of exclusive tribal institutions including neighborhood groups (NHGs), their hamlet level federations called OoruSamiti, and Gram Panchayat level federations called Panchayat Samiti have been the highlights of the project, methods and processes used for addressing the specific vulnerabilities faced by the three communities – one of them being a Particularly Vulnerable Tribal Group (PVTG)- have also gained wide acceptance.
Tribal-Livelihood
Micro Enterprise and Agriculture based activity are creating sustainable livelihoods in tribal sectors. This is one of the major programmes of Kudumbashree Mission. The Mission also provides hand holding support to the enterprises analyzing the specific requirements of enterprises. This constitutes training, financial support, marketing support & hand holding support for a period of six months through Micro Enterprise Consultants (MECs) to the enterprises. Moreover – Joint Liability Group formed for the promotion of Agriculture activity in tribal sector mainly Paddy and vegetables cultivation
NRLM- Special Project -Tribal 2022-23
National Rural Livelihood Mission (NRLM) is giving more emphasis on intervention for inclusion of most vulnerable communities. Kudumbashree started and implementing special tribal focused interventions as a model in Attapady since 2014. These models are replicating in other six tribal special areas in 2018 onwards. In 2021-22 other two remote areas also added for development interventions. The Covid -19 pandemic adversely affected for implementing some activities proposed during last year. The strategy for inclusion of PVTG and other social inclusion and social development activities are the major highlights in tribal interventions. Continuous support from the part of tribal animators, special project management unit, convergence among development activities, timely intervention, addressing of entitlements issues, livelihood promotion etc were some of the strategies. In FY 2022-23, tribal interventions using same methodology and focussing in the following special areas. 1. Thirunelly Grama Panchayat of Wayanad district 2. Aralam Farm rehabilitation area of Kannur district 3. Nilambur Constituency of Malappuram district 4. Koraga-PVTG community of Kasaragod district 5. Kadar –PVTG community of Thrissur district 6. Malaipandaram tribal community of Pathanamthitta district 7. Noolpuzha grama panchayat of Wayanad district 8. Devilkulam block of Idukki district Special project will continue in the above current locations and will be extended to Krathikudi as new cluster (NTFP-Livelihood Cluster) in Idukki district and covering the only exclusive tribal Gram Panchayat of the State called Edamalakkudi. Emphasis will be on livelihood promotion and Attappady model social development programs, contextualized for the remote location of Kurathikudi and Edamalakkudi. A total of 400 CRP EPs including Animators and Coordinators from the community will continue their work focusing on tribal hamlets. Kudumbashree tribal interventions will be promoted into nationwide by developing and deploying expert professionals from the existing field. These will be under National Resources Organisation (NRO-Kudumbashree) as a new vertical. Village Poverty Reduction Plans (VPRP) and their integration with the Gram Panchayat Development Plans (GPDP), further emphasis will be placed on planning during 2021-22. It will take additional training programs and handholding for tribal NHGs, ADSs, and CDSs to come up with their plans and for getting VPRP integrated with GPDP. This assumes further significance as planning for Tribal Sub Plans (TSP) can also be initiated through the network. Further to the preparation of VPRP, massive programs will be taken up this year for the preparation of family level micro plans, starting with the most vulnerable sections. The work in 2022-23 will have other two focus areas also proposing. The first one is PVTG and other highly vulnerable communities such as Paniyan, Aranadan, and Adiya. The second focus area will be the work on value chains for enhancing tribal livelihoods; the moto would be ‘an additional source of income plus enhancement of existing sources’. The program will include work on farm and NTFP value chains, inputs to tribal farm practices, farm based enterprises, support to traditional artisanal occupations, and improved animal rearing practices. NTFP value chain activities will be developing through the support of TRIFED, VDVK. The exclusive Micro Enterprise Consultants (MECs) will be capacitating and assisting by providing training on TEAM module of SVEP with specialization in farm, animal rearing, and NTFP based enterprises.

At the same time, it has been noticed that when systematically implemented, a thrift and credit programme has been benefitting most of the communities with the exemption of forest-dwellers such as Cholanaikan and Malai Pandaram. In areas where tribal communities have got access to cultivable land, Kudumbashree has been able to organise them for better farming practices and marketing of produce. This component thus focuses on two aspects – providing corpus fund to newly formed NHGs, and supporting Joint Liability Groups (JLGs) among communities engaged in farming. (3) Livelihood Promotion Several of the tribal communities have been facing serious challenges in protecting and sustaining livelihoods; the series of floods and landslides have worsened it. Communities have been facing multiple livelihood challenges during the lockdown period in the wake of Covid 19 pandemic. The developments over the last five years have led Kudumbashree to adopt a four-pronged approach to livelihood promotion among tribal communities. The approach includes promotion of farm based livelihoods and animal rearing, non-farm livelihoods, value chain based interventions in non-timber forest produce (NTFP), and interventions in marketing of farm produce and NTFP. Another major action has been in convergence with Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) and Tribal Plus programme of the Government of Kerala. The achievement in enabling 200 days of work in a year out of the two programmes combined for more than 2000 job card holding families in Attappady block alone has been accepted as a model; this is being replicated in Wayanad, Kasaragod, and Idukki districts. Hamlet based planning and preparation of Village Poverty Reduction Plans (VPRP) and their integration with Grama Panchayat Development Plans (GPDP) have been other major initiatives under the tribal programme. (4) Social Interventions ‘Bridge course’ developed in Attappady and replicated in a few other locations has been a programme that the tribal communities have found extremely useful. Bridge course centres doubled as online learning facilities during the Covid 19 lockdown period in Kudumbashree’s areas of tribal interventions. Gotra Bala Sabha for children and Gotra Gurukulam for training tribal youth for competitive examinations are the other components of the programme.
Tribal Special Project 2024-25
Kudumbashree’s tribal interventions has been informed by the need to design and implement focused programmes for ensuring inclusion of tribal communities into its network of neighbourhood groups (NHGs) and their federations. Kudumbashree covered a 96.8 % inclusion of tribal members to its NHG’s folder. The community resource persons (tribal animators) in the field are rigorously working for the empowerment of tribal families through Kudumbashree. The main strategy used is continuous capacity buildingprogramme at the hamlet level. Every programme reaches in hamlets through the community resource persons with the support of Community Development society. Kudumbashree CDS and animators taken initiatives for strengthening of tribal NHGs. Tribal NHGs is preparing vulnerability poverty reduction plan and consolidated at hamlet level and submitted for tribal Oorukootam. These approved plans will integrate with LSGIs plans. The main activity focused on this year as follows: -Strengthening ofweak Tribal NHGs-The main objective of tribal intervention schemes undertaken by Kudumbashree is to set a stable platform for implementing development activities amidst tribes. This year Kudumbashree ensure strengthening of weaken tribal NHGsthrough concentrated action and providing fund to NHGs. It includes 100% grading and maximum linkage of NHGs through special campaigns. Micro Finance and Community Fund Management-Running thrift and credit programme among tribal communities has been faced with unique challenges. It is also designed to conduct tribalArt/Craft/Ethnic food fest both at district and state level to motivate new entrepreneurs. The developments over the last five years have led Kudumbashree to adopt a four-pronged approach to livelihood promotion among tribal communities. The approach includes promotion of farm based livelihoods and animal rearing, non-farm livelihoods, value chain based interventions in non-timber forest produce (NTFP), and interventions in marketing of farm produce and NTFP.Animal Husbandry based livelihood - Support for income generation through Animalhusbandry for tribal vulnerable families will be given importance.Social Interventions-Bridge course-Another major area for intervention is the education sector. In order to support those who are weak in studies and shows inconsistency towards schooling will be addressed through educational assistance scheme named as Bridge Course. We plan to develop Bridge Course in selected tribal hamlets by keeping priority to backward areas. Continuing and sustained education process along with training on good health practices also will be ensured through this centre and special Gotra Balasabha formed for tribal children’s, Bridge Course get gather also planned for this year. And also address mental health issues problem and health related camp and awareness classes will be conducted under social intervention programme. District Initiative–Ensure support for area specific and creative idea as a model programme for districts. More focus on vulnerable area/community and mental health issues of the ooru. The district initiatives also implemented through a convergence action. Youth Intervention Programme- Focus on tribal youth club member’s livelihood activities, get together, socially demanded related activity. New Interventions in tribal areas Community Resource Persons (Tribal CRPs) capacity building- Ensure capacity building of CRPs for implementation of tribal programme and NHGs strengthening at grassroots level. Provide regular training and ensure exposure visits to the CRPs for increasing their confidence level. Business support CRPs– (CRP development)-Develop youth CRPs for Micro Enterprise plan and development.There will be a state level business consulting teamandtribal related enterprises promotion team. Premium product stall and premium unit - tribal products with other Kudumbashree products-Tribal traditional and non traditional product out let cover all district product under one roof.
TRIBAL NRLM- Expansion Site of Attapady
One of the major tribal interventions planned in this FY is to focus the most vulnerable tribes such as ‘Koraga’ community of Kasaragod, ‘Kadar’ community of Thrissur (both are PVTG) and Malampandara community of Pathanamthitta( Nomadic tribes of Kerala). The three expansion sites already started in 2017-18 also continue through the support from NRLM , ie in ThirunellyPanchayat (Wayanad district), Aralam Farm (Kannur district) and Nilambur Block (Malppuram district).
