Deendayal Antyodaya Yojana - National Urban Livelihoods Mission
National Urban Livelihoods Mission (NULM), a centrally sponsored scheme has been launched in Kerala as a continuation to the erstwhile Swarna Jayanti Shahari Rozgar Yojana (SJSRY) to alleviate poverty and vulnerability of the urban poor. Who is an Urban poor? A family residing in an urban area with an annual income less than Rs 50,000 is considered an urban poor in Kerala and is eligible for all benefits under DAY-NULM. Salient features of NULM
• Building strong grass root level institutions of the urban poor through social mobilization. • The programme enables the urban poor to access gainful self employment or skilled wage employment opportunities resulting in a significant improvement in their livelihood.
• The mission aims at providing shelters equipped with essential amenities to the urban homeless in a phased manner.
• NULM addresses the livelihoods concerns of the Urban Street Vendors by facilitating access to suitable spaces, institutional credit, social security and skills for accessing emerging market opportunities. Though the project commenced at national level in the year 2013, implementation in the State started in May 2015. DAY- NULM was being implemented in the 14 Urban Local Bodies (ULB) of the state as a first phase. Government of India has consented to extend DAY-NULM implementation activities to the rest of the 79 ULBs and with the State government according sanction for the same, the scheme is currently being implemented in all the 93 ULBs of Kerala.
