History - General background of the City, Evolution of city
Introduction:-
Perumbavoor is a Municipality in Ernakulam District in the Indian State of Kerala. It lies in the North Eastern tip of the Greater Cochin area and is also the headquarters of Kunnathunad Taluk. Perumbavoor is famed in the State for Wood Industires and small scale Industries. Ernakulam lies 33 km South west of Perumbavoor. The Town lies between Perumbavoor and Muvattupuzha on the main Central Road(M.C. Road), Which Connect Thiruvananthapuram to Perumbavoor through the old Travancore part of Kerala. Perumbavoor lies in the banks of rivers Periyar and MuvattupuzhaPerumbavoor is the land of merchant and business. Perumbavoorhas many immigrants from open parts of India mostly from west Bengal, Orissa,Uttar Pradesh etc. Most work in the plywood or other Industries. Tamils and Nepalese have special colonies of their own.
HISTORY
Perumbavoor Municipality was formed in 1936upgrading PerumbavoorPanchayath to Municipality. Perumbavoor Municipality was formed in 1936. It was one among the 4 Panchayaths Sanctioned by Sir C.P.RamaswamyIyer(Diwan – Travancore). The others were Paravur, Nedumangad and Boothrapandi. Kandanthara is the nearest place and most populated area in Perumbavoor. In 1952 PerumbavoorGramapanchayath was upgraded to Municipality as per the Kerala Govt. Order GPLS 9188/52/EHLSG 29.12.1952. The name of Perumbavoor is coming from Perumbavoor were Perum means big and or means place It is one of the Industrial town of Kerala most famous for wood and related industries It is situated in AluvaMunnar Road and Main Central Road crosses the AM Road in Perumbavoor.

As 2011 census Permbavoor had a population of 28105 in 9674 houses. Male population is 13767 and female population is 14338. Literacy rate is 97%. The Density of population is 2066.

Housing schemes implemented in ULB under different schemes
Integrated Housing and Slum Development Program (IHSDP)
IHSDP is for housing and infrastructure development in urban slums by combining the centrally sponsored schemes of VAMBAY and NSDP. IHSDP is to be implemented in all towns and cities identified as per 2001 census except cities/towns covered under JNNURM (Trivandrum Cochin corporation)
The major components of the scheme are housing shelter up gradation sanitation road, drains, footpath social amenities like construction of primary health centers, Anganwadi building etc., Provision for model demonstration project, slums improvement and rehabilitation project, re-orientation activities is also advisable components under IHSDP.
The funding pattern of IHSDP is 80:20 shared by central and state government. The state share would equally shared by the state government and participating ULB, Kudumbahsree is the Nodel Agency of IHSDP.
With this objective Perumbavoor Municipality has decided to propose a project for complete developments of selected colonies Perumbavoor Municipality has got Rs. 233.44 Lakhs and sanctioned 190 Lakhs of under this project.

VAMBAY
The Vambay was launched in 2001 to improve the urban poor’s shelter conditions. The Scheme has preprimary objective of the programme is to facilitate the construction and up gradation of dwelling units for slum dwellers and providing a healthy living condition. The central govt. provide as subsidy of 50 % the balance % shared by the state Govt. and Urban local body.
The objective of ValmikiAmbedkarAwasYojana is primarily to provide shelter or up gradation the existing shelter for people living BPL in Urban slums, with a view to achieve the goal shelter to all. The objective is alsoto utilize this initiative to achieve the habitual goal of slum less cities. Equally important is the objective to provide not just shelter to the urban poor’s but also a healthy and enabling urban govt. to help them to come out of their poverty level. The target group under VAMBAY will be BPL families who are possess adequate shelter. The preference is to be given to the people as BPL.

Asraya Project
While implementing the poverty alleviation programme it has been observed that programmes implemented by and other agencies never reach the rock bottom poor. These people who live in the utter distress and despair constitute a very small number in the society the bottom 2% of the total population.
Kudumbashree designed a project called Asraya. Destitute Identification Rehabilitation and monitoring Project for the rehabilitation of destitute families are identified using transparent risk index formed by the mission. Individual needs of the family are indentified through a participatory need assessment. The project envisaged to address lack of food, health problem including chronic illness, pension, educational facilities into children, land for home, shelter drinking water, safe sanitation facilities skill development, employment etc.

EMS HOUSING SCHEME
The EMS Housing Scheme envisioned with the objective that there should be no homeless family in the state. EMS total housing scheme launched by Government of Kerala aims at providing house sites to all landless families and houses to all houseless families coming under BPL category.
The Scheme is implemented by the Municipality with the support of the govt. The scheme also aims at repairing of kutcha houses including those built less than 1 lakh housing scheme. This is a purely state formed Scheme under this scheme families were benefited in Perumbavoor Municipality till this year.
National Slum Development Programme
This project was launched in 1998-99 year in the Municipality. The sanctioned amount was mainly used to provide infrastructure facilities like road, electricity line, water Supply line and community Centres like Anganwadies.
JANAKEEYASOOTHRANAM SCHEME
In Kerala State the planning process adopted was based on top down approach till the 8th Five Year Plan. However, subsequent to 73rd and 74th constitutional Amendment Acts the Kerala State Legislative enacted the Kerala Panchayathi Raj Act 1994 and the Kerala Municipality Act, 1994 repealing the previous Acts. The decentralize Planning process was enacted by the devolution of functional and physical powers to the LGGD institutions. This Java Sufficient stationary backing to the decentralized planning process and the new planning process was introduced in the state through the launching of Janakeeyasoothranam in a campaign model on 17th August 1996 by structuring the Ninth Plan as people plan.
