PMAY intervention strategies

Different Components of PMAY

Intervention strategies identified for the urban poor under PMAY scheme in Koduvally municipality includes Affordable housing scheme in partnership, Credit Linked Subsidy scheme and Beneficiary Led Construction. The other component, viz, In-situ slum development is not viable for the  municipality as there is no PMAY Slums in the Municipality.

 

Credit linked subsidy scheme

Credit linked subsidy scheme will be provided on home loans taken by eligible urban poor (EWS/LIG) for acquisition, construction of house. Credit linked subsidy would be available for housing loans availed for new construction and addition of rooms, kitchen, toilet etc. to existing dwellings as incremental housing. The carpet area of houses being constructed under this component of the mission should be up to 30 square metres and 60 square metres for EWS and LIG, respectively in order to avail of this credit linked subsidy. People who wish to construct/acquire new house or enhancement (one room, kitchen, and toilet) by availing bank loan in ULB will be addressed through the credit linked subsidy vertical of PMAY. The Number of beneficiaries identified by the ULB is around 450. The ULB will initiate the procedures to appoint facilitators to help these families to take the advantage of this vertical.

Affordable housing in Partnership

The third component of the mission is affordable housing in partnership. This is a supply side intervention. The Mission will provide financial assistance to EWS houses being built with different partnerships by States/UTs/Cities. The EWS households who do not possess any ownership on land are considered under Affordable housing in partnership and preliminary round of meeting will be held in this regard with private builders. 48 beneficiaries were identified in ULB in this component.

Beneficiary-led individual house construction or enhancement.

The fourth component of the mission is assistance to individual eligible families belonging to EWS categories to either construct new houses or enhance existing houses on their own to cover the beneficiaries who are not able to take advantage of other components of the mission. Such families may avail of central assistance of Rs. 1.5 lakh for construction of new houses under the mission. The beneficiaries in slums which are not being redeveloped is covered under the Beneficiary led construction component, if beneficiary have a kutcha / semi pucca house by their own. The total no. beneficiaries identified for this component is 703 for new dwelling units.

  1. of beneficiary - With regard to beneficiary enrollment, specific steps will be initiated at ULB level. Applications will be invited from the beneficiary at ADS level. It will be recommended by the Ward level committee/ cluster committee and Ward councilor. Issue of Building permit-Building permit will be issued for the dwelling unit from the ULB based on the land tenure. The Project aid limits the size of dwelling unit to 30m2 . But they can construct their house upto an area of 60m2 with their on cost.

Agreement with the beneficiary-An agreement between the beneficiary and ULB secretary will be executed for initiating the work. After executing the agreement the beneficiary is authorized to commence the work for which first installment will be released.

Surrender of land deed – Beneficiary has to submit the land deed for 7 years from the period of execution of work to ensure non transfer of asset. ULB will be the custodian of the land deed for 7 years.

Fund release strategy

· The ULB share of PMAY project will be met from the service sector of the plan fund. The stage wise disbursement details of new house and enhancement is given below

Credit Linked Subsidy Scheme

450 CLSS loans has already been sanctioned to the Beneficiaries. The Total loan amount Sanctioned under the CLSS is Rupees 20 Crore.

 

Affordable Housing Programme

48 families selected for assistance under PMAY AHP head. The DPR preparation and land acquisition is going on to start the implementation of AHP.
